Swiss Press Council a bias, useless Organisation
As so many other complaints departments in Switzerland, the Press Council's exists to give an impression of supervision, of the ethical practices of Swiss press and media. In truth the counsel consists of journalist, therefore ex-colleagues and friends of journalist who occasional fall under criticism, hence their verdict are bias:

The Swiss Press Council was assigned to investigate the false claims printed in the newspaper “Blick” around the Ruetli Explosions.

They merely found, that the accused should have been asked about the serious accusations before publishing.
The fact that much of the accusations the newspaper made were untrue was not worth reprimanding. “Blick” had done sufficient research, according to the Press Council.
